Construction of Social Emergency Prevention and Control System under the Risk of Animal Epidemic

The major animal epidemic not only causes economic losses to the production of breeding industry,
but also affects human health, public health and safety, and even social stability. Based on the above background,
the purpose of this paper is to study the construction of social emergency prevention and control system under
the risk of animal epidemic. Based on the theory of "one case, three systems", this paper focuses on the theory
and practice of the construction of the emergency management system for major animal epidemics through
literature research, interview investigation, comparative analysis and other research methods, The major animal
epidemic emergency management system has the following problems: first, it is difficult to coordinate
emergency resources; second, the allocation of grassroots animal epidemic prevention personnel is insufficient;
third, the preparation of emergency plan is incomplete; fourth, there are obstacles in the operation of emergency
management mechanism. Then using the theory of change point, the paper analyzes the evolution of crisis in
time and situation mutation. Through the case study of Songjiang floating pig event and avian influenza event, it
is found that the direct economic loss caused by the death of livestock and poultry due to epidemic disease in
China each year is up to 50 billion yuan (equivalent to about 60% of the total output value increment of
breeding industry). The experimental results show that the law of crisis evolution can be divided into early
warning management stage, crisis management stage and aftermath management stage through five functional
points, and the dynamics of each stage are different.
